HUD has released the FY2025 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO). It is available here. You can find more information about the FY 2025 Continuum of Care Competition here. Please review the information below for details on the local competition timeline and the FY2025 application process.

Friday, December 12th, 2025	Project Application Submission Deadline (due in e-SNAPS). Three days following the deadline will be used for a review of projects and requests for corrections if needed.

Monday, December 22nd, 2025	Notify rejected/reduced applications
Monday, December 23rd, 2025	Project and Public Notification of Rank and Review
Friday, January 9th, 2026	Post for Public Review
Monday, January 12th, 2026	MS BoS CoC’s Application Submission Target Date
Wednesday, January 14th, 2026	HUD Application Submission Due Date

APPLICATION PROCESS

Step 1: Letter of Intent

• Initial Letters of Intent are due by: November 25, 2025 

Step 2: Apply for Funding in e-SNAPS

All project applications must be submitted through e-SNAPS:
https://www.hudexchange.info/programs/e-snaps/

Applicants without an e-SNAPS account should create one as soon as possible to meet the application deadline. HUD’s guide to creating an e-SNAPS will be available on msbos.org.

Project applications must be submitted in e-SNAPS by 11:59 PM on: December 12, 2025 
Three days following the deadline will be used for a review of projects and requests for corrections if needed.

Step 3: Continuum of Care Ranking Process

Prior to the Rank and Review Committee meeting, supplemental information will be requested from each applicant agency.

The MS BoS CoC Rank and Review Committee will:

• Accept or reject each project application
• Rank all accepted projects

Agencies will be notified whether their projects have been ranked or rejected fifteen (15) days prior to the CoC submission to HUD on: December 22, 2025 

Step 4: Application Review

The consolidated application will be posted for public review three (3) days prior to the HUD submission date on:January 9, 2026 

The final MS BoS CoC Consolidated Application will be submitted on: January 12, 2026.
